Replaces GB 38031-2020. New type approvals from 2026-07-01; already-approved types from 2027-07-01 (Clause 10).
Thermal propagation: the 2020 rule was a warning 5 minutes before the cabin becomes hazardous. The 2025 rule is no fire and no explosion, a warning no later than 5 minutes after thermal runaway, and no hazardous smoke in the cabin before or within 5 minutes after the warning (5.2.7, Annex C).
New bottom-impact test for underbody packs or the vehicle: 10 kg Ø30 mm hemispherical impactor, 150 J, 3 manufacturer-selected risk points (8.2.16).
New cell test: 300 fast-charge cycles (20→80 % SOC in ≤15 min), then external short circuit, with no fire or explosion allowed (5.1.7, 8.1.8).
Adds same-type determination rules (Clause 9) and changes many pack test methods (foreword).
